Recruiting and hiring justice-involved job seekers

The PROWD program is a pioneering collaboration between the U.S. Department of Labor, the U.S. Department of Justice and the Federal Bureau of Prisons. It offers employers access to a motivated and skilled talent pool while providing individuals transitioning from federal correctional facilities with the tools and support needed to reintegrate successfully into the workforce. In Minnesota, PROWD is administered by the Minnesota Department of Employment and Economic Development.

This initiative not only helps fill critical labor gaps but also contributes to inclusive economic growth, reduces recidivism and strengthens communities across Minnesota.

PROWD ensures participants are job-ready through the following services:

  • Pre-release skill assessments to identify strengths and career interests.
  • Industry-specific certifications tailored to meet labor market demands, such as training in advanced manufacturing, logistics, healthcare, and construction.
  • Soft skills training, covering communication, teamwork, and time management.
  • Work experiences and apprenticeships to develop hands-on skills relevant to specific industries.

After placement, participants continue to receive mentorship, coaching and access to essential services, ensuring their long-term success in your organization.
